The Marcellus Shale
Information on Proposed Natural Gas Drilling
in the Catskill Region

The potential for natural gas drilling in the Marcellus shale, a geologic formation that underlies much of the western and southern Catskills,
is of great interest to property owners, municipal officials and those charged with protecting environmental resources. As a public service,
the Catskill Watershed Corporation offers this page of informative links to help people explore the issues and seek factual, balanced
answers to the many questions this enterprise has provoked.

New York State Department of Environmental Conservation (DEC)
This agency’s Division of Mineral Resources is responsible for regulating and monitoring the drilling industry. The DEC has created a
special section on its website to provide landowner information, environmental impact assessment, a database of oil and gas wells,
production data from across the state, and a variety of publications on the issue as it pertains to New York State.

Delaware River Basin Commission (DRBC)
Natural gas drilling projects in the Marcellus shale formation are subject to review and approval by DRBC, a federal-interstate compact
agency made up of the states of Pennsylvania, New York, New Jersey and Delaware. This site includes a slide show "DRBC’s
Regulatory Implications of Natural Gas Exploration/Production in the Marcellus Shale Formation in the Delaware River Basin,"
which has a good map of the formation and other information.

Cornell Cooperative Extension (CCE)
A comprehensive site featuring leasing fact sheets for landowners; a page of Frequently Asked Questions and answers; a video
by the oil and gas industry; a slide show by the DEC titled "Energy Development and the Environment" prepared in July 2008;
and a map of the Millenium Natural Gas Pipeline which has stimulated much of the renewed interest in gas drilling.

New York Farm Bureau
This site contains a downloadable Gas & Oil Leases Fact Sheet, a complaint form for landowners concerned about leasing
practices, and a schedule of public meetings on this subject.

New York State Office of the Attorney General
Download a gas leasing guide for landowners from this site.

Oil & Gas Accountability Project (OGAP)/Earthworks
OGAP was established to prevent and reduce the impact of oil and gas development, and in 2005 merged with Earthworks,
formerly the Mineral Policy Center. It provides information on policies and practices nationwide, some of which do not apply in
New York State. However, two publications downloadable from this site may be of interest: "Shale Gas: Focus on the
Marcellus Shale" (May 2008); and "Oil and Gas At Your Door: A landowners Guide to Oil & Gas Development."

and Production in the Marcellus Shale in the Southern Tier East Region of New York State," by Robert Augenstern

A short video by Enermax, a Texas oil and gas company, on the practice of "fraccing" - hydraulic fracturing of shale
rock thousands of feet beneath the surface to release natural gas, can be viewed at www.enermaxinc.com
